Kılıçdaroğlu asks European standards for the judiciary in Turkey

Leader of the Opposition and the President of the CHP Mr Kilicdaroglu calls all the democrats to support his position on the constitutional amendments package put to the referendum.

Excerpts :

The High Board for Judges and Public Prosecutors (HBJP) should be in compliance with highest and most progressive European values and standards which require that:

1-  The Minister of Justice should not be the president of the HBJP and not have powers of domination over the judiciary.

2-  The Undersecretary of the Minister of Justice should not be a member of the Board  and not have competences to block its functioning and impartiality.

3-  The President of the Board ought to be elected by the members of the Board.

4-  The authorization to start an interrogation against judges and public prosecutors should not belong to the Minister of Justice but to the HBJP itself.

The AKP’s amendments to be voted on September 12 establish that:

1.  The Minister of Justice continues to be the President of the Board.

2.  The Undersecretary of the Minister of Justice continues to be a member of the Board.

3.  The authorization to rule and represent the Board is given to the Minister of Justice (the executive power).

4.  The authorization to start the interrogations against judges and prosecutors is given to the Minister of Justice (henceforth, Turkish citizens will not be able to defend their rights vis-à-vis the judiciary power without the government’s authorization. The actual amendment creates in this respect a very serious breach to the democracy).

5.  The authorization to appoint the Secretary General of the Board is given to the Minister of Justice.

6.  It decides that the Board will be consisted of three departments by decree but it is stated that the consistency and the division of work will be defined by law. Therefore, it authorizes the government to make any changes that it wants.

    Merkel räumt Fehler bei der Integration ein
    “Wir haben Fehler gemacht”, so titelt HÜRRIYET unter einem Foto von Bundeskanzlerin Merkel. Sie habe eingeräumt, dass Deutschland lange Zeit Fehler bei der Integration von Migranten gemacht habe und es auch heute noch Defizite auf diesem Gebiet gebe, so die Zeitung. In der Fortsetzung des Artikels auf den Europaseiten wird deutlich, dass Merkel die Defizite auf die Umsetzung von Integrationssanktionen bezieht. So sei es möglich, Verweigerern von Integrationskursen die Sozialleistungen um 60 Prozent zu kürzen, so die Kanzlerin laut HÜRRIYET. Die Zeitung verweist auf ihre deutsche Online-Ausgabe, in welcher Merkels Rede im Volltext zu finden sei.
    “Merkel: Wir haben Fehler bei der Integration gemacht”, so titelt auch TÜRKIYE auf der ersten Seite über einem Foto von Merkel. Merkel habe darauf hingewiesen, dass es in Deutschland zahlreiche Beispiele erfolgreicher Integration und 600.000 Unternehmer mit Migrationshintergrund gebe, hebt TÜRKIYE hervor.
    “Bitteres Eingeständnis von Merkel”, so titelt SABAH auf der ersten Seite zum Thema. “Die Probleme der zweiten, dritten und vierten Generation wurden nicht erkannt”, wird Merkel bezüglich der Integrationspolitik zitiert. Unterdessen habe SPD-Chef Sigmar Gabriel davor gewarnt, Ängste und Vorurteile gegenüber Migranten zu schüren, so SABAH. “Selbstkritik von Merkel in Sachen Integration”, so die Schlagzeile auf den Europaseiten der SABAH.
    Über ein “Eingeständnis von de Maizière in Sachen Integration” berichtet SABAH auf den Europaseiten. Auch der Bundesinnenminister habe Fehler und Versäumnisse bei der Integration eingeräumt, betont die Zeitung in der Unterzeile mit Blick auf de Maizières Interview in der ZEIT.
    “De Maizière: Integration muss verbindlich sein”, so zitiert TÜR KIYE BM Maizière auf der Titelseite. In einer Sendung des der Zeitung angehörenden Fernsehsenders TGRT EU habe de Maizière erklärt, dass die Bundesregierung daran arbeite, die Integration verbindlich zu gestalten. Ferner habe der CDU-Politiker erklärt, dass die Türkei zwar eine wichtige Macht sei, er jedoch nicht daran glaube, dass sie der EU beitreten werde.
    Unionspolitiker gegen Turbo-Einbürgerung
    “Turbo-Einspruch gegen Turbo-Einbürgerung” – unter dieser Schlagzeile berichtet HÜRRIYET auf den Europaseiten, dass führende Unionspolitiker die FDP-Pläne für die Einführung von Turbo-Einbürgerungen und die Ermöglichung der doppelten Staatsbürgerschaft auch für Nicht-EU-Bürger ablehnten. Der Innenminister von Niedersachsen, Uwe Schünemann (CDU), sein Kollege aus Bayern und der MdB/CDU Bosbach kritisierten, dass die von der FDP vorgeschlagene Herabsetzung der Mindestaufenthaltszeit auf vier Jahre inakzeptabel sei. Die doppelte Staatsangehörigkeit widerspreche laut den Unionspolitikern der Integration von Migranten. “Eine Staatsangehörigkeit bedeutet Loyalität zu Deutschland. Es kann keine geteilten Loyalitäten geben”, so Bosbach.
